E-bikes and electric scooters have grown in popularity over the years. The U.S. Office of Energy Efficiency & Renewable Energy reported that between 2018 and 2022, e-bike sales alone have increased by approximately 775,000.

Just like any mode of transportation, there are rules to follow. The Easton Police Department recently made that clear.

In a recent Facebook post and website update, the department provided information detailing micromobility devices. The post cited a recent “proliferation” of electric bikes and e-scooters.

The chart comes from information provided on the Pennsylvania Department of Transportation’s website in compliance with PA’s vehicle codes, which includes laws and regulations on electric bikes, e-scooters, motor scooters, motorized pedalcycles, Segways, and standard bikes.

Here is a basic breakdown of the various rules and regulations.

Electric Scooter

According to PennDOT, electric scooters can only be operated on private property. By law, they cannot be operated on any roads.

It is possible to receive a DUI while operating an electric scooter.

E-Bike

E-bikes, defined as a pedalcycle with an electric assist, can be operated on public roads. Individuals must be at least 16 years old to operate one. An e-bike may be ridden in the vehicle travel lane or on designated bike lanes and sidewalks, except in business districts.

An e-bike is only capable of going 20 mph. Lighting on the e-bike must be used when it’s dark, just like a car. Individuals are not required to wear helmets when operating an e-bike.

Segway

A Segway is a self-balancing, two-nontandem-wheeled device operated by holding two handles while standing up. Unless a municipality prohibits it, Segways are allowed on sidewalks.

Segways are allowed on sidewalks in Easton.

Anyone under 12 years old must wear a helmet when operating one. There is no minimum age for Segways.

Motorized Pedalcycle

Unlike the e-bike, this is powered by an electric battery or gas motor, with an automatic transmission. You must be 16 years old to operate one and must have a class C license. You also must have registration and insurance.

Motorized pedalcycles are designed to travel no faster than 25 mph. They’re prohibited on sidewalks and bike lanes.

Bicycle

This is your standard bike with human-powered pedals. These may be operated in the vehicle travel lane, in the bike lane or on sidewalks, except in business districts.

Helmets are required for anyone under 12.

Motor Scooter

Anyone operating a motor scooter must have a license, registration and insurance. The minimum age to operate one is 16 years old, though individuals under 21 must wear a helmet.

The motor should not exceed five brake horsepower.
